If a minor is travelling with an Adult, who is not their legal guardian then, then the adult is required to present the minors birth certificate, visa (if required), passport and a notarized letter signed by at least one parent. The notarized letter must grant authority to the adult, traveling with the minor, to take the child on the specific cruise.
